The book starts from a main problem related to the fact that political Islam groups do not have a solid conception and mechanism for their transition from the stage of managing the organization to the stage of managing the state, due to the absence of a specific conception of the nature of the state, as well as the absence of an applied model for achieving the “Islamic state,” even though they, as groups, have a declared political project and have been targeting the establishment of their state for decades. They have talked at length about the gains achieved from it if established but without discussing the mechanisms for managing its affairs.
