Sudan and the war of colonialism
and settlement……………………………… Muhammad Hassab Al-Rassul      13

Since its independence in 1956, Sudan faced major internal and external challenges that affect the national construction process. These challenges have cast its shadow not only over Sudan’s past and present, but its future as well. The ongoing war in Sudan today is but a pivotal part of these challenges. This paper discusses the war in Sudan in terms of its nature and objectives, without tracing its operational paths and the militaristic conflict, as this may increase the distortion of the war, its objectives, and the stakeholders behind it. This paper focuses on understanding the nature of this war and its background, and Western hegemony over Sudan whether political and constitutional tools, or military tools.

Resisting Normalization in the Arab Gulf: The Experiences of Bahrain,
Oman, Qatar and Kuwait…………………………. Ghassan Jassem Sarhan      35

Despite the normalization between some Arab Gulf states and Israel, the Gulf society has remained mostly distant from it, opting to confront it by various means. This reflects the Gulf popular rejection of normalization policies with the Zionist entity. However, these agreements still pose challenges to pro-Palestinian efforts and to normalization resistance in the Gulf region. This paper showcases four experiences of popular Gulf rejection of normalization with the Zionist entity (including Bahrain, Oman, Qatar and Kuwait), portraying the role of youth movements in these countries in confronting normalization and boycotting the Zionist entity and supporting the Palestinian cause.

Three years of the Algerian president’s rule:
any new approach?………………………………………….. Bouhania Goui      58

Following the start of protests that swept the country and led to the fall of former President Bouteflika, Abdel Hamid Tebboune came to power in an unusual manner after winning the presidential elections of Algeria in 2019. The course of his three years of Presidency rule was marked by what could be described as stepping away from the totalitarianism that was exercised over the people. Tebboune was able to hold a referendum on constitutional amendment, to hold legislative and local elections, and to adopt a new political discourse that Algerians were not accustomed to. Was the president really able to adopt a new political discourse? Is there a possibility to form a new political current in Algeria?

The dilemma of modernization and the crisis of Egyptian liberal thought:
a new reading in an ancient fictional text……. Ibrahim Fawzy Ibrahim      74

Since the seventies of the twentieth century, the relationship between literature and political science has witnessed a positive development due the political researchers’ increased interest in inter-comparisons in the social sciences, and in non-traditional sources for analyzing various political phenomena. This study sheds light on Muhammad Hussein Heikal’s novel entitled Zainab. The study employs the concept of “World Vision” in order to decipher the political symbolism in Zainab’s text, and extract the author’s diagnosis – his intellectual consciousness – of the problems of modernization in Egypt at that time and how to treat them. The study concludes that Zainab is not just a romantic novel set in the Egyptian countryside, but rather its symbolic structure reveals a number of major dilemmas inherent in Egyptian liberal thought during the early twentieth century.

The rational tendency of Ibn Rushd………………………. Radwan Al-Saadi      93

This article deals with a philosophical issue related to Ibn Rushd that has not received enough attention from those interested in Islamic philosophy, especially by researchers in the Islamic world. The rationalism of Ibn Rushd. If many Arab and non-Arab researchers included Ibn Rushd’s thought within the intellectual system of the Middle Ages, where transmission dominated the mind, then this article defends the basic idea that Ibn Rushd, despite being living in the Middle Ages, established for himself a rational philosophical approach that made his thought closer to modern times. The paper defends this statement through examining original texts of Ibn Rushd, in addition to multiple readings about his philosophy.

American democracy and International
relations theories……………………………. Hani Ramadan Al-Abd Talib    103

On August 11, 2021, US President Joe Badin announced that he would bring together the leaders of a variety of democracies in the world for a virtual Summit on Democracy, to be followed by a second face-to-face summit about a year later. The summit will include commitments and initiatives centered around three main axes: resisting tyranny, combating corruption, and promoting respect for human rights. After a year of consultations, coordination and action, the leaders meet again, to present progress against their commitments. The two summits will bring together heads of state, civil society, the charitable sector and the private sector. In light of the above, this paper seeks to read the American move from the perspective of (international relations theories).
