The Center for Arab Unity Studies published the book Democracy: A Safeguard for Arab States and Societies, by Dr. Ali Khalifa Al-Kuwari.

The issue of democracy and human rights has become one of the most pivotal issues in the world in recent decades, especially after the autocratic regimes failed to achieve development and social justice; and to preserve human dignity, and secure decent living conditions and social security; or to preserve human right of participating in drawing up public policies in many countries of the world, including the Arab countries, in which the recent wave of popular protests came to express the depth of their governance crisis; especially with the continuing policies of repression and violations of human rights and with increasing unemployment, poverty and corruption, and the concentration of wealth in the hands of a small, controlled segment at the expense of the overwhelming majority of Arab people.

This book presents a set of studies on democracy, citizenship and human rights in Arab societies and the most important challenges facing these societies in their quest to achieve democracy. The book re-publishes these studies in view of the vision they bear and the issues they raise, that affect many issues, problems and factors that Arab societies are still facing today, including internal structural factors and external factors.

من مواليد قطر عام 1941 . حائز درجة الدكتوراه في الفلسفة من جامعة دُرَم عام 1974 . بدأ حياته المهنية في قطاع النفط والغاز في قطر، حيث شغل منصب نائب رئيس مجلس إدارة شركة قطر للغاز المسال والشركة الوطنية للمنتجات البترولية، كما شغل منصب رئيس اللجنة المشتركة بين قطر والمملكة المتحدة للتعاون الاقتصادي. عمل أستاذًا في الاقتصاد في جامعة قطر بين عامي 1975 و 1982 . صدر له عدد من الكتب، تأليفاً أو تحريراً، منها: الديمقراطية: طوق نجاة للمجتمعات والدول العربية ( 2021 )؛ العين بصيرة... مثلّث التجاهل: النفط والتنمية والديمقراطية ( 2013 )؛ نحو إصلاح جذري في أقطار مجلس التعاون لدول الخليج العربية ( 2004 )؛ تنمية للضياع! أم ضياع لفرص التنمية؟ (1996 )؛ نحو استراتيجية بديلة للتنمية الشاملة: الملامح العامة لاستراتيجية التنمية في إطار اتحاد أقطار مجلس التعاون وتكاملها مع بقية الأقطار العربية ( 1985 )؛ الديمقراطية المتعثرة: مسار التحركات العربية الراهنة من أجل الديمقراطية (تنسيق وتحرير  2014 )؛ الحاجة للإصلاح في دول مجلس التعاون (تنسيق وتحرير - 2012 )؛ نحو كتلة تاريخية ديمقراطية في البلدان العربية (تحرير-2010).
