The Lebanon War of 2024 and the Future of the Conflict in the
Middle East
     Fares Abi Saab 10

A whole year following the Al-Aqsa Flood and the subsequent genocidal war launched by Israel against the Gaza Strip, the events on Lebanese-»Israel» border have escalated into an open and full-scale war between «Israel» and Hezbollah. For the past several months, since the Al-Aqsa Flood, the conflict had been limited to border skirmishes, military confrontations, aerial, missile, and artillery bombardments, all governed by rules of engagement. What are the underlying reasons behind this open and full-scale war on Lebanon, what are its objectives, and what are the prospects of it escalating into a regional war and what about the possibility of reaching a ceasefire? This paper presents an analytical reading of the circumstances surrounding the outbreak of this war, its objectives and trajectories, and the challenges facing the region.

Keywords: Lebanon War, objectives, Hezbollah, open-war, full-scale war, large-scale war, «Israel,» the United States, Iran.

Receding Expansion during the interval: A Zionist Victory or the Palestinians bypassing a Confined Victory?         Waleed Salem   31

Settler-colonial projects success or failure requires a long time. Their failure is dependent on the struggle of the indigenous populace and liberation movements, or on weaknesses inherent in the settler-colonial projects themselves. This study explores the conditions under which the Zionist colonial settler project in Palestine could falter. It introduces the concepts of «receding expansion» and « Recession of expansion» as the two settings that can usure the downfall of the Zionist project. Through these concepts, the paper aims to develop an understanding of the Zionist project in Palestine within the framework of comparative settler-colonial studies. It examines the necessary conditions for dismantling the Zionist project in Palestine, with its expected transition from receding expansion to a Recession of expansion following the Al-Aqsa Flood.

Keywords: Zionist settlement, receding expansion, Recession of expansion, liberation of Palestine, Al-Aqsa Flood, resistance.

⬛  Regional Implications of the Israeli War
on Gaza          Osama Al-Maghir        51

This paper explores the political and strategic consequences of the Israeli war on Gaza, which has now exceeded nine months since its start on October 7, 2023. This war stands as one of the most significant milestones in the history of the conflict, being the most intense, far-lasting, and far-reaching, with political and security ramification impacting much of the Middle East. The study seeks to examine the scope of these effects and how this war may contribute to altering the political and security landscape in the region, particularly as it erupted during a critical period marked by multiple political and humanitarian crises in several countries across the Middle East.

Keywords: Gaza, Al-Aqsa Flood, genocide, Axis of Resistance, Middle East.

The Role of Ruling Elites in the Political Change Process: The Cases
of Egypt and Tunisia    Asil Essam       69

The elitist perspective in reviewing «political change» has gained significant importance in understanding the transformations that occurred in some Arab regimes following the revolutions of 2011, particularly in Egypt and Tunisia. This paper aims to compare the roles of the Egyptian and Tunisian elites in the post-revolutionary change process and to examine key political changes that have taken place in both countries. It also analyzes the impact of these changes on the nature of the elites and their roles, specifically during the transitional phases. In this context, tracking the political transformations of both the Egyptian and Tunisian regimes since the revolutions revealed the presence of factors with intertwined dimensions that imposed specific trajectories, influencing the roles of elites in the change process.

Keywords: ruling elites, political change, role, transitional phases, revolutions.

«Israel» and the United States: The Uniqueness and Particularity of
the Relationship          Mustafa Bakhoush      87

The United States claims to adhere to the highest standards of human rights and international law and often publishes reports criticizing other countries for violating these standards. However, when it comes to Israeli violations of these standards and rights, such as the ongoing genocide in Gaza, the United States not only shows bias toward «Israel» but also justifies and legitimizes these violations, even participating in them under the pretext of Israel’s right to defend itself. This study offers a moment to reflect on the origins of Western bias and selectivity in general, and American bias in particular, in dealing with the Palestinian cause. It also serves as an invitation to explore the nature of the often ambiguous and illogical U.S.-Israel relationship in many of its aspects.

Keywords: Israel, Zionist project, Gaza war, U.S.-Israel relations, Jewish lobby, American bias, American interests.

⬜ International Investment and Ways to Enhance Environmental
Sustainability: A Critical Approach          Al-Hussein Shukrani    106

With the widespread growth of international investment following the end of the Cold War, the enormous social and environmental costs have become evident, especially in countries that welcomed international investments in an effort to develop their local economies. This study offers a critical perspective on international investment from the standpoint of the capitalist system, which supports endless economic growth, market mechanisms, and the pricing of natural resources. It then presents the opposing thesis on reducing the pace of economic growth and the risk society, where the world has shifted from the distribution of economic benefits to the distribution of societal risks. The article emphasizes the importance of setting ethical boundaries on the market, providing an analysis of international investment and societal requirements within the context of the equation that nations exchange goods and services while also exchanging environmental and health risks.

Keywords: International investment, environment, sustainability, critique of liberal approach.

Contributions of Eastern Scholars to the
Islamic Maghreb         Mahmoud Ahmed Al-Azzen     121

This research falls within the realm of civilizational communication between the Eastern and Western Islamic worlds during the medieval period, focusing on the scientific contributions of Eastern scholars in the Maghreb. Historically, the Maghreb has been a focal point for the East due to social movements between the two regions. These relations strengthened with the Islamic conquest and the influx of mass and individual migrations to the Maghreb, including religious thinkers, advocates of different doctrines, and political figures. As a result, Eastern ruling families emerged in the region. The flow of scholars and intellectuals from the East to the region also increased, necessitating an understanding of these immigrants through translations, exploring the reasons for their migration to the Maghreb, and recognizing their role in the intellectual movement in the region.

Keywords: Islamic Maghreb, Islamic East, civilizational communication, migration, intellectual movement, translation.
