The Theory of New Socialism: Realism and Change for
the Future
       Sabri Zayer Al-Saadi  7

Theoretical intellectual efforts continue in search of sustainable solutions to the socio-economic question through the pursuit of a new economic system that is more efficient in production and a new society that is more just. In parallel, national economic experiments continue to formulate economic models based on testing the realism of the assumptions of prevailing economic theories, with the aim of activating economic policies according to the conditions of economic efficiency and social justice in both production and distribution.

In this study, Sabri Zayer Al-Saadi continues his research work to develop a new approach to socialism that reconciles social justice with economic efficiency. Within this intellectual, practical, and economic context, the importance of researching the theory of «New Socialism» emerges, as well as expanding the definition of its assumptions and clarifying its analyses, which differ from those of traditional and contemporary economic theories.

Keywords: Capitalism, economic efficiency, social justice, theory of value, new socialism.

Manifestations of Settler Colonialism: Between French Colonialism in
Algeria and Zionist Colonialism in Palestine
   Noureddine Harrouche         35

Settler colonialism is characterized by the seizure of land and the uprooting of its indigenous inhabitants, to replace them with other populations referred to as settlers. By their very nature—colonial origins, racist foundations, and brutal practices—settler colonial regimes violate the rules and principles of international and humanitarian law.

This study aims to shed light on the nature of French settler colonialism in Algeria and Zionist settler colonialism in Palestine, offering an explanation, interpretation, and comparison of the settlement process, its manifestations, and mechanisms in both countries. It also seeks to document as many massacres and acts of genocide as possible that were committed against the Algerian and Palestinian peoples, and to draw lessons from the Algerian case that can be applied to the ongoing situation in Palestine, which is currently experiencing some of the most horrific forms of genocide.

Keywords: Settler colonialism, genocide, displacement, Algeria, Palestine.

Social Protection in Morocco and the Challenge of Health
Equality
           Rachid Amchanouk   50

This research aims to study social protection in Morocco, questioning the ability of its mechanisms to achieve its core value-driven objectives, foremost among them being health equality. It concludes that success in overcoming its challenges depends on providing a suitable political, economic, and social foundation. The study highlights that the most essential condition is the possession of political will supported by a strategic vision in which the health issue becomes a collective concern shared by all segments and components of society. This approach enables social protection to be viewed through a developmental lens—making it a contributor to economic growth rather than a burden. Within this framework, «health equality» becomes an inevitable outcome of an integrated societal system that ensures all the necessary conditions for the right to a healthy and sound environment.

Keywords: Social protection, health equality, political will, societal system.

The Russian–NATO Confrontation: Correlation Between the Middle
East and Russian National Security
    Jamal Wakim 68

On June 1, 2025, Ukrainian intelligence services carried out an attack on air bases deep within Russian territory, thousands of kilometers from Ukraine, in what was considered the most serious incursion into Russian territory since World War II. This article argues that the attack would not have occurred without the fall of the Syrian regime in December 2024, which dealt a blow to Russian influence in the Middle East and enabled the United States to focus its efforts more directly against Russia.

This hypothesis is built upon another premise: that conflicts between major powers have often been resolved in the Middle East, especially when it comes to the struggle between Russia and the collective West.

Student Movements and Decision-Making     Badr Zaytouni            102

Amid the changing nature of the international system—marked by rapid and complex events, shifting power balances, and, most notably, the growing number of actors—student movements have proven their ability to influence the course of political events on a global scale and reshape the contemporary political landscape. These movements have often served as the spark behind numerous revolutions and uprisings across various nations.

They have worked to mobilize public opinion, exert influence on public policies, and apply pressure on decision-makers. In addition, they have raised awareness of political and social issues by effectively using tools of mass mobilization and modern technology. This has enabled them to stir public action and create an influential public opinion that brought about substantial transformations.

Keywords: Student movements, Popular uprisings, Public Policies, Social change.
