The US-Israeli Relations and the War on Gaza: Continuity and Change    Lord Habash and Ibrahim Sameeh Rbayea     11
This paper analyzes the continuity and change in US-Israeli relations through examining US foreign policy towards Israel’s war on Gaza. The paper argues that changes in US policy towards Israel are limited to means alone, and that American support for Israel is based on two pillars: first, the principle of endorsement and protection; and second, that of rooting and sustainability. Therefore, President Joe Biden’s policy and his administration cannot be separated from those two pillars, and Biden’s doctrine does not diverge from them either. The paper concludes that the determinants of US policy towards the war on Gaza are shaped by conflicting factors of American interests, regional determinants, internal pressures, and Israeli interests in the region.

The Impact of Al-Aqsa flood on
Education in Gaza  Wafaa Kurdmin     31
This research examines the repercussions of the Al-Aqsa flood on education in the Gaza Strip, revealing Israeli violations on educational and academic rights through deliberate targeting of schools, universities, and slaughtering of students, academics, thinkers, scientists, and journalists. The study documents these violations and presents the reality of education in Gaza before and after the Al-Aqsa flood, highlighting the extent of the destruction inflicted on all educational institutions and human casualties. Additionally, the research delves into the catastrophic Palestinian situation, particularly during annual commemorative events, illustrating the stark contrast between what international texts, treaties, and charters stipulate in terms of legal and ethical standards and the blatant violations committed by Israel through acts of genocide.
Keywords: Al-Aqsa flood, Gaza Strip, Palestine, Palestinian resistance, Israeli violations, education, annual commemorative events, international organizations.
The Cyber Battle of Al-Aqsa flood in the Virtual Arena and its Impact
on the Palestinian-Israeli Conflict  Basma Khalil Toum 52
This study aims to trace the emergence and evolution of cyber-attacks by Palestinian resistance against Israel, and the impact of Palestinian cyber warfare on the trajectory of the Palestinian-Israeli conflict. The study is based on the hypothesis that there is a causal relationship between the development of Palestinian resistance cyber warfare and the ability to deliver a significant blow to Israeli national security. The study concludes that Palestinian cyber warfare has achieved several accomplishments, including penetrating the Israeli system structure, dismantling what was once called the “Israeli cyber superiority,” exposing Israeli schemes, and revealing its true face hidden behind victim masks and self-defence claims in the West.
Keywords: Al-Aqsa flood, cyber dome, virtual arena, Anonymous group, cyber attacks.
Israeli Security and Military Industries and Potential Implications
of the October 7th War   Anis Safouri      67
Israel possesses a range of security and military industries characterized by both strengths and weaknesses. Among the foremost challenges facing Israel is the war that erupted since October 7, 2023, which has impacted military and security industries and all aspects of life in Israel. This study seeks to understand the potential outcomes of the October War on these industries, recognizing the unique nature of this conflict and its differences from previous wars in the Arab-Israeli conflict. It posits that targeting a specific military product does not create a substantial impact on the security and military industries without addressing a network of strengths and exploiting weaknesses.
Keywords: Israeli security industries, Israeli military industries, October 7th war.

Arab Scientific Production and Cognitive Subordination in
Western Indices     Sami Al-Khazendar 78
Arab scientific production in Arabic academic journals suffers from existential, cognitive, and cultural marginalization in Western ranking indicators. This is due to the absence of data and measurement indices that define its size and impact, leading to a lack of recognition of the role and importance of Arab scientific production in global metrics, particularly those related to university rankings. Consequently, Arab countries, their scientific communities and universities have been deprived from having their publications being adopted as significant scientific output, downgrading it to “unnoticed knowledge.” Thus, the Arab scientific community is placed in a globally inferior position and cognitive subordination according to Western standards. Therefore, it is essential to have Arab indicators that contribute to restoring global and cultural recognition and status.
Keywords: Arab scientific production, cognitive subordination, Western impact factors, Arab knowledge indices, current trends in Arab scientific production.
Food Security in the African Hora: IGAD`s Developmental
Role (2020 – 2023) Shaimaa Fouad and Ammar Yassin       95
Amidst increasing food security crises in the Horn of Africa, reaching levels of food insecurity and potential famine in some countries like Somalia, it was natural for the Intergovernmental Authority on Development (IGAD) to partake a comprehensive response to such risks. Some of these responses have been remarkably successful, while others require further improvement. This study explores the gap between the theoretical aspects of IGAD’s response, which are its strengths, and the harsh reality experienced by these countries, jeopardizing their food security. This is particularly critical given the confluence of other environmental factors such as climate change and its negative implications on food security.
Keywords: IGAD, response, food security, food insecurity, Horn of Africa.
