Genocide in Gaza and the Ethos of International
Humanitarian Law……………………………….. El Habib Stati Zienddine 10
In this piercing analysis, we delve into the heart of the international legal quandary surrounding Israel’s genocidal onslaught in Gaza, unraveling the intricate tapestry of narratives deployed to obfuscate its egregious crimes against the Palestinian populace. This study boldly contends that even as Israel and its cohorts cloak their actions under the guise of “self-defense,” the sheer brutality of their deeds shatters the veneer of legitimacy, casting doubt upon this pretext and other sacrosanct notions enshrined in the annals of international discourse. Central among these is the revered paradigm of “international humanitarian law,” a bastion of justice now imperiled as facts and testimonies from the crucible of Gaza’s warfare lay bare a stark truth: might, not morality, has become the arbiter of international conduct, leaving the edifice of global legality in tatters.

The Al-Aqsa flood: Navigating the Quagmire of the Palestinian
Cause and the Israeli Colonial State……………… Abdelkader Abdelali 29
The surge of the Al-Aqsa upheaval has stirred many prevailing circumstances, notably the dilemma surrounding the Palestinian cause post-Oslo Accords and the subsequent normalization between Israel and some Arab states, alongside attempts to resolve the Palestinian issue. This study probes the problematic relationship between the state and society, or rather, the relationship of the colonial-settler state with the indigenous population, and how the settler state employs various techniques of subjugation, purification, genocide, and displacement to end the Palestinian cause. What does the Al-Aqsa event represent in terms of reinvigorating the Palestinian cause, and does this issue move towards liberation or a new catastrophe? What new challenges might the Al-Aqsa upheaval pose for Israel’s future as an occupying and settler state?

Perspectives on the Palestinian Cause in Light of the Al-Aqsa Deluge:
An Examination of the Operation’s Background, Motives,
and Ramifications………………… Muhammad Abdul Hafeez Al-Sheikh 47
This study sheds light on the Al-Aqsa Deluge operation, probing into the motives and objectives that led to its initiation and the subsequent genocidal war perpetrated by Israel against the Palestinian people in Gaza. Amid an unprecedented Arab and international silence, which constitutes the greatest betrayal and condemnation not only of the Palestinian people but also of human values in general. Nevertheless, the Palestinian cause has regained a central position on the global stage post-Al-Aqsa Deluge, after being marginalized regionally and internationally, and receding in the hierarchy of Arab policies’ priorities. Will official Arab regimes reconsider their stance on the Palestinian cause, and will this issue return as their central concern?

The Al-Aqsa Flood Operation: Arab and International
Stances……………………………. Mohammed Zitouni and Abir Bouakaz 61
The Al-Aqsa Flood Operation stands as the most significant and impactful assault by Hamas, profoundly affecting the security and image of the Zionist entity compared to prior military endeavors undertaken by Hamas and Palestinian resistance groups in the past. This operation has heralded a qualitative shift in the trajectory and strategies of Palestinian resistance factions in Gaza in their confrontation with Israel. In the wake of this event and its repercussions in Gaza and the broader region, responses swiftly emanated from regional, Arab, and international quarters from the very outset of the operation. Thus, this research endeavors to trace these stances in their nascent moments, dissect their underpinnings, and evaluate their influence on the course of the conflict initiated by Israel against the Gaza Strip.

Ideas in the Lebanese State: Realities of Failure and Aspirations
for Reconstruction………………………………………………. Sassine Assaf 79
The current Lebanese crisis, with its accumulated historical complexities, has transformed into a national catastrophe, turning the Lebanese state into a failed and fragmented entity. What remains of its formal unity is only the structures of paralyzed constitutional institutions and authorities. Rational solutions for extrication seem to vanish, given the tangible decline in the production of intellectual elites and the political unity movement’s inertia in the face of anything non-national in thought or action. Opportunities for a dignified life within the framework of a fair civil state governed by law have been lost. This study is an attempt to rethink the causes and realities that led to the failed state, and to envision the aspirations for building a successful state in fulfilling its duties towards its people and its Arab environment.

The Mental Representation of Protest Patterns
in Morocco………………………………………………………….. Khalil Biya 93
This research aims to situate the phenomenon of protest in Morocco within a sociological framework that relies on understanding the socio-political relationships between the state’s production logic of protest and its popular practice as a strategy of resistance. It seeks to deconstruct the cultural and political history and its impact on social rejection in the Moroccan society’s mental structure. The justifications for this sociological interrogation are based on the premise that protests in Morocco are an engineering of public space. This is because the political pattern uses references of the Islamic imaginary to feed the mind and social representation around protest, portraying it as “fitna” or a departure from obedience to the Imam and the ruler in Muslim lands.

The Qatari Family: Bridging Traditions and Modern Tradition:
A Study in the Intersection of Sharia, Law, and
Custom……… Al-Tijani Abdelkader, Afrah Al-Otaibi, Sarah Al-Sallabi 107
This study aims to uncover the opportunities available for the success of the “modern tradition” model included in Qatar’s Vision 2030, and whether legislative and educational leaderships in Qatar grasp this concept. The study reveals a legislative trend in Qatar to combine Qatari traditions, jurisprudential schools, and modernization. Similarly, there is a parallel trend in the educational sector to align Qatari traditions with Islamic values and modern behavioral patterns. The paper also indicates that the trend towards “modern tradition” is not limited to Qatar. It suggests that the primary concern should not only be the continuity of social cohesion but also the establishment of a middle class that believes in the “modern tradition” model.

Geopolitical Competition for Gas in the Eastern
Mediterranean…………………………………………… Ali Qasim Muqddad 125
This study provides an analytical perspective on the geopolitical competition over gas in the Eastern Mediterranean Basin, highlighting its strategic significance, particularly for Europe, which seeks an alternative to Russian gas following the Ukraine crisis. Alternative sources such as the United States and Qatar have proven to be more costly than Russian gas, especially in terms of transportation. However, gas extraction from the Eastern Mediterranean Basin faces legal and political obstacles, including Zionist occupation in Palestine and the region, Zionist expansionist ambitions, difficulties in demarcating maritime borders among regional countries due to external interventions, and regional and international alignments.
